What is an ASO?
Increasingly, Administrative Service Organizations (ASO) are becoming the strategic choice of companies looking to achieve cost reductions while improving their service quality and focusing on their core business capabilities. HR ASOs represent the next generation in employer services as they deliver payroll solutions integrated with human resource management system (HRMS) technology. Through a single source, clients of HR ASOs upgrade their HR process and save a significant amount of time and money.
What is a PEO?
In a Professional Employer Organization (PEO), the client and the PEO enter into a co-employer relationship, which allows the client to share and manage many employer-related liabilities and responsibilities. Clients outsource their administrative human resource functions to the PEO and maintain control of the day to day operations of the company, while the PEO provides human resources services, employee benefits, payroll administration and workers' compensation.
What are the differences and similarities between the Assured Source Administrative Service Organization (ASO) model, and the Assured Source Professional Employer Organization (PEO) model?
There are a number of similarities between both service models; chief among them is the fact that our staff will provide human resource services, guidance, and counsel under both models. However, the differences between the PEO and ASO models necessitate a somewhat different approach because the client relationship is different from a legal, contractual, and operational perspective. More specifically, the PEO relationship is one in which Assured Source and the client enter into a “co-employment” relationship in which each party shares substantial employer rights and responsibilities. As an example, while Assured Source is the named “administrative employer” for the purposes of tax withholding, workers’ compensation, unemployment insurance, and payroll services (to name just four functional areas), the client company always retains operational control and supervision of their work site the employees, and effectively the actual operation of the specific business. The benefits of outsourcing human resource tasks that are not value added or otherwise related to the core (client) business is clear and straightforward, but the other significant benefit is a transfer of a substantial amount of the liability (to Assured Source) that is inherent in the employment relationship.
The ASO model is often times more appropriate for clients that do not have any significant exposure in terms of workers’ compensation or unemployment liability, because while Assured Source would provide similar payroll and tax withholding services, all of the required filings are done under the client’s Federal and/or State Employer Identification number. This allows a client that has little or no workers’ compensation or unemployment exposure to retain and benefit from their (presumably) low experience ratings, while still enjoying the benefits of our expertise in advocating for our clients interests in a wide variety of legal and administrative settings (such as discrimination or unemployment hearings). In summary, the structure of both service models is intended to, and does provide, every prospective client the freedom and flexibility to choose a service package that best meets their specific needs.

When I sign on with Assured Source, am I required to provide a full spectrum of benefits to my employees?
No. Assured Source provides full creativity to you. Assured Source offers a vast array of fully insured benefits which can be paid by you, the client, or by the employee.
What do I do with the employees' paperwork?
A designated Assured Source representative conducts a new client sign-up and will assist employees with the required new hire paperwork. You will receive a client kit containing all the necessary forms for future new employees, or you may simply access the forms packet online. Once the employee completes the paperwork, the client will verify that all items are complete and that the employee has signed all the new hire forms. Once this is done, you simply return all the completed information to Assured Source. As you add new employees, have them complete the necessary paperwork available at the worksite or online.
What should I do when I receive a request for information on an unemployment claim?
If you are in a PEO relationship and receive a state unemployment claim/request form, you should contact Assured Source’s Human Resource Department. Promptly fax the unemployment form to your Assured Source representative. Assured Source will obtain information from the client as to the circumstances surrounding the employee’s separation from employment.

What pay schedule does Assured Source use to pay my employees?
You may choose to stay on your current pay schedule or select a new one.
